Neil Fitch

Neil is a Director in the Quantum team at Blackrock Expert Services. He is a chartered Quantity Surveyor with circa 35 years experience on construction and engineering projects worldwide, including UK/Ireland, Mainland/Eastern Europe, Middle East, Africa and Asia.

After a spell on site after graduating Neil moved into Local Authority, providing highways contract management and estimating, then into private practice with Corderoy and EC Harris (now Arcadis), and now Blackrock Expert Services. Cutting his teeth as a practicing QS Neil then became involved in forensic/expert services, from strategic delivery advice, through live-project issue resolution and adjudication, to formal Arbitration or Litigation.

Neil has acted as an Expert Witness on many occasions, including Single Joint Expert, Expert Determination/Assessor, and acted as a Mediator. He has given oral evidence in TCC, Arbitral and criminal proceedings, as well as when representing parties in mediation or adjudication, and has been ‘hot-tubbed’ both in the TCC and International Arbitration.

He has advised: developers/investors/banks; government/local authorities; education/transport/health authorities; contractors/sub-contractors; project managers/construction consultants; accountants; solicitors; and private individuals.

Property experience includes: new build and fit-out/refurbishment; commercial/office/retail; industrial; health; residential; leisure; government; sports; and defence. Infrastructure experience includes: major civils/highways/rail; process/power. Contractual experience ranges from Land Sale/Development Agreements and Agreements for Lease, to all major forms of Project Agreements (e.g. FIDIC/JCT/ICE/NEC), as well as JV agreements.

Neil seeks to apply rigour and attention to detail to the provision of independent expert advice on construction and engineering issues, to assist clients and their teams in the successful approach to, and resolution of, complex issues.
